1° Development strategies for the Commune of Mandjou and their implementation;

2° the budget of the Commune of Mandjou and its implementation;

3° the action plan for the Commune of Mandjou and its implementation;

4° infrastructure and urban development in the Commune of Mandjou;

5° the land use and town planning master plan, the local land use plan, the specific land use plan and the subdivision plan for the Commune of Mandjou in accordance with the relevant laws;

6° funds to be invested in companies in which the Commune of Mandjou intends to hold shares in accordance with the relevant laws;

7° transport of people and goods in the Commune of Mandjou;

8° the draft organisation chart of the Commune of Mandjou, the salaries and other benefits of staff determined by order of the Prime Minister;

9° an increase in the gross salary of staff in line with the resources of the Commune of Mandjou;

10° taxes levied in the Commune of Mandjou in accordance with the law;

11° cooperation and partnership with other organisations at national and international level;

12° management of the assets of the Commune of Mandjou;

13° the loans that the Commune of Mandjou may contract and the terms of repayment in accordance with the law;

14° activities related to social protection and economic development;

15° the acquisition, sale or donation of private property belonging to the Commune of Mandjou in accordance with the relevant laws;

16° monitoring and supervising the activities of the Municipal Executive Committee of the Commune of Mandjou and those of the Secretary General;

17° the implementation of the recommendations contained in the report of the Auditor General of State Finances;

18° implementation of Council resolutions ;

19° the Rules of Procedure of the Council of the Commune of Mandjou and of the Municipal Executive Committee of the Commune of Mandjou;

20° administrative penalties to be imposed on those who do not comply with the Council's regulations in accordance with the law.
